Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

A.

Appointment of Jim Zimmerman to the Green River Airport Advisory Board


Jim Zimmerman has volunteered to serve on the Green River Airport Advisory Board as  City Council Liaison.

Suggested Motion:  I move to confirm the Mayor's appointment of Jim Zimmerman to the Green River Airport Advisory Board as of February 1, 2021.
B.

Appointment of Robert MacAdams to the Green River Airport Advisory Board


Robert MacAdams has volunteered to serve on the Green River Airport Advisory Board. He retired from TG Soda Ash in 1998.

Suggested Motion:  I move to confirm the Mayor's appointment of Robert MacAdams to the Green River Airport Advisory Board beginning February 2021 and expiring February 2023.

Reappointment of Gordon Gunter to the Green River Airport Advisory Board


Gordon Gunter has volunteered to continue serving on the Green River Airport Advisory Board to a (4) year term beginning February 1, 2021 and expiring February 28, 2025.

Suggested Motion:  I move to confirm the Mayor's reappointment of Gordon Gunter to the Green River Airport Advisory Board to a four-year term beginning February 1, 2021 and expiring February 28, 2025.

Reappointment of Mark Westenskow to the Green River Airport Advisory Board


Mark Westenskow has volunteered to continue serving on the Green River Airport Advisory Board as a Ex-Officio member from Engineering.

Suggested Motion:  I move to confirm the Mayor's reappointment of Mark Westenskow to the Green River Airport Advisory Board as a Ex-Officio member from Engineering beginning February 2021.

Appointment of George Jost to the Joint Powers Telecommunications Board


George Jost has volunteered to serve on the Joint Powers Telecommunications Board replacing Lisa Maes.

Suggested Motion: I move to confirm the Mayor's appointment of George Jost to the Joint Powers Telecommunications Board replacing Lisa Maes.

Reappointment of Terry Leigh to the Joint Powers Water Board


Terry Leigh has requested to be reappointed to the Joint Powers Water Board. He was first appointed to fulfill the term of Mr. Phillip Luzmoor and then reappointed for his first full term. This term expires February 28, 2021.

Suggested Motion: I move to confirm the Mayor's reappointment of Terry Leigh to the Joint Powers Water Board for a three-year term beginning March 2, 2021 and expiring February 29, 2024.

Council Action Items

A.

Consideration to Authorize the Police Department to seek a Children’s Trust Fund Grant for a therapy canine

The Police Department is frequently called on to interview children that are victims of a crime. These interviews are difficult and have the potential for creating additional trauma for those victim’s. Detective Holzgrafe has identified programs in other states that utilize a therapy canine to assist victims during interviews and later court testimony. The Department of Family Services has identified the Children’s Trust Fund Grant as a potential funding opportunity to cover the initial purchase and training of a therapy canine.

Suggested Motion: I move to authorize the Police Department to pursue a Children’s Trust Fund Grant to fund initial costs for a therapy canine program.

A.

Approval to apply for and accept Rec Mil Funds for 2021 Summer Day Camp

Suggested Motion: I move to authorize the Parks and Recreation Department to apply for and accept Rec Mil Funds, in the amount of $18,750 from Sweetwater County School District #2 for transportation and field trip expenses for the 2021 Summer Day Camp Program.

B.

Approval to apply for and accept Rec Mil Funds for gymnastics equipment

Suggested Motion: I move to authorize the Parks and Recreation Department to apply for and accept Rec Mil Funds, in the amount of $6,791 from Sweetwater County School District #2 for gymnastics mats.  

C.

APPROVAL TO APPLY FOR AND ACCEPT REC MIL FUNDS FOR SWIM LESSONS 2021

Suggested Motion: I move to authorize the Parks and Recreation Department to apply for and accept Rec Mil Funds, in the amount of $6,280.86 from Sweetwater County School District #2 for a fourth session of summer swim lessons in 2021.

D.

Approval to Waive Fees based on the Recommendation of the Utility Review Committee


Suggested Motion: I move to approve the Utility Review Committee's recommendation of crediting utility account 5375-001 for $52.53.
