Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

Public Hearing for the Proposed Amendment to the City of Green River Ordinance Chapter 18 Section 18-86 Gambling
The public hearing is for the Amendment to the City of Green River Code of Ordinances Chapter 18, Section 18-86 Gambling to remedy the current outdated ordinance and conform with the State Statute.

A.
Appointment of Storm Adcock to the Parks and Recreation Advisory Board
Storm Adcock has volunteered to serve on the Parks and Recreation Advisory Board. She recently retired from Sweetwater County School District #2 after 30 years. This service opportunity would allow her to "give back" to our Community.

Suggested Motion:  I move to confirm the Mayor's appointment of Storm Adcock to the Parks and Recreation Advisory Board for a term of (3) years beginning April 2, 2019 and expiring April 2, 2022.

A.
Consideration on First Reading an Ordinance Amending the City of Green River Code of Ordinances Chapter 18; Section 18-86 Gambling
The City Prosecutor and the GR Police Department are recommending the amendment to Chapter 18, Section 18-86 Gambling of the City of Green River Code of Ordinances to remedy the current outdated ordinance and conform with the State Statute. 

Suggested Motion: I move to approve on first reading the amendment to Chapter 18, Section 18-86 Gambling of the City of Green River Code of Ordinances.

Consideration of a Resolution to Adopt the 2019 Parks & Recreation Master Plan
To approve the resolution adopting the 2019 Parks and Recreation Master Plan as presented at the March 26, 2019 City Council Workshop.

Suggested Motion: I move to approve the Resolution adopting the 2019 Parks and Recreation Master Plan.

A.
Consideration to Approve the Concession Stand Agreements for Stratton Myers Park and Veterans Park
Authorize the operation of the concession stands at Stratton Myers and Veterans Parks for the 2019 Season.  

Suggested Motion: I move to enter into a Concession Agreement with RaNae Johnson for operations at Stratton Myers and Veterans Park Concession Stands.
B.
Consideration to Award the Bid for a 4-Wheel Drive 1/2 Ton Extended Cab Crane Service Truck
The City solicited bids for a 4-Wheel Drive 1-1/2 Ton Extended Cab Crane Service Truck for the Environmental Systems Division.  Seven bids were received from vendors. Upon review of the information submitted with the bids, several of the bids have been determined to be non-compliant with the specifications. Staff is recommending awarding the bid to Power Equipment Company Bid #1, which includes an IMT utility body mounted on a Dodge chassis. The new vehicle will replace a unit that was recently sold at auction. The cost of the new truck will be $156,798.64.

Suggested Motion: I move to award the bid for a new 4-wheel drive 1/2 ton extended cab crane service truck to Power Equipment Company Bid #1, in the amount of $156,798.64.
C.
Consideration to Approve the 2019 Wildland Fire Managment Annual Operating Procedure Plan
This is a Sub-Geographic Area Annual Operating Plan (AOP) meant to address issues affecting cooperation, interagency working relationships and protocols, financial arrangements, and joint activities across the State of Wyoming. The AOP details operating procedures applicable across the State and those applicable to specific districts. Procedures applicable to specific districts are included in Attachments A, B, C, D, and E, District Specific Procedures, which are incorporated herein by this reference. Signatories to this AOP agree to the procedures applicable across the State and to those applicable to their specific district.

Suggested Motion: I move to authorize the Mayor to sign the 2019 Wildland Fire Management Annual Operating Plan Agreement which will allow the Green River Fire Department to assist in wildland fires throughout the State.

Approval of the Agreement for Disbursement, Receipt and Use with the Sweetwater County Joint Travel and Tourism

Suggested Motion: I move approve the Sweetwater County Joint Travel and Tourism Grant agreement, in the amount of $2,000, for the 2019 Art on the Green. 
B.
Approval of the WYDOT Access Application for the Evans & Knotty Pine Street Reconstruction Project

Suggested Motion: I move to authorize the Mayor to sign the WYDOT Access Application for the Evans & Knotty Pine Street Reconstruction Project, pending legal review.

Issuance of Catering Permits to the Wild Horse Saloon, Inc.

Suggested Motion: I move to approve the issuance of catering permits to The Wild Horse Saloon, Inc. dba, The Hitching Post Restaurant and Saloon to cater alcoholic beverages at the Coursen Wedding on July 6, 2019, from 3 pm to midnight, at the Island Pavilion and for the Tylka Wedding on September 14, 2019, from 2 pm to midnight, at the Island Pavilion. I would also move to approve the Transfer of their liquor license to cater the Phillips and Yenger Wedding on June 15, 2019, from 3 pm to midnight, at the Sweetwater County Events Complex, pending approval by the Rock Springs City Council.
