Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

Public Hearing for a New Retail Liquor License Application from Tomahawk Tavern LLC
The purpose of this hearing is to give the public an opportunity to voice any comments or concerns regarding the issuance of this retail liquor license to said applicant.

Consideration to Approve a New Retail Liquor License Application from Tomahawk Tavern, LLC
The Tomahawk Tavern, LLC applied for a new retail liquor license on February 24, 2021. The application was sent to the State on February 24, 2021 and to legal council. The public hearing was advertised on March 3rd and 10th, 2021. This is the final step to approve this license.
Suggested Motion: I move to approve the issuance of the retail liquor license to the Tomahawk Tavern, LLC for the term beginning April 7, 2021 and ending March 31, 2022, pending legal approval.

Consideration of an agreement for disbursement, receipt and use of Sweetwater County Joint Travel and Tourism advertising grant funds
The City of Green River Parks and Recreation Department in cooperation with the Green River Arts Council applied for an advertising grant through the Sweetwater County Joint Travel and Tourism Board. We have been awarded a $2,500 reimbursable grant to help advertise our 16th Annual Art on the Green event to be held on August 20 & 21, 2021.
Suggested Motion: I move to approve the disbursement and receipt of Sweetwater County Joint Travel and Tourism Grant in the amount of $2,500 for the 2021 Art on the Green event.

Consideration to Award the Concession Stand Proposals for Stratton Myers and Veterans Park
The Parks & Recreation Department advertised the Request for Proposals for the 2021 season Concession Stands on March 3rd and 10th, 2021. There was one proposal received for Veterans Park and one for Stratton Myer's Park both from RaNae Johnson dba, The Snak Shak, LLC.
Suggested Motion: I move to enter into an agreement with RaNae Johnson dba, The Snak Shak, LLC to operate the concession stands at Stratton Myers and Veterans Parks for the 2021 season, pending legal approval.

Consideration to Approve an Amended and Restated Cooperative Agreement for the Urban Systems Program
The Wyoming Department of Transportation manages the Urban Systems Program to enable certain Federal Funds to be utilized on local urban streets. The City of Green River, Sweetwater County and WYDOT entered into a Cooperative Agreement defining the terms and conditions of participation in this program in 2000. As a condition of the Agreement, the City of Green River pays 9.51% of costs for any project undertaken though the program, with the remainder to be funded by Federal funds administered through WYDOT. This proposed Amendment updates the Agreement.
Suggested Motion: I move to authorize the Mayor to sign the Amended and Restated Cooperative Agreement among the Wyoming Department of Transportation, City of Green River and Sweetwater County.

Consideration to Authorize the submission of a grant to the Wyoming Emergency Management Program
The Wyoming Emergency Insect Management Program (WEIMP) has opened the 2021 grant application period. This is a 50/50 grant with the purpose of providing supplemental help in managing emergency outbreaks of insect pests for the protection of human health and safety. This grant would be utilized to help offset the part-time seasonal staffing costs with the city-wide mosquito control program.
Suggested Motion: I move to authorize the Parks & Recreation Department to submit a 2021 WEIMP Grant application to the Wyoming Department of Agriculture.

Suggested Motion: I move to approve the issuance of catering permits to the Wild Horse Saloon, Inc., dba the Hitching Post Saloon to cater alcoholic beverages at the Overland Stage Stampede Rodeo on June 4th from 5 pm until 11 pm and June 5th from 4 pm until midnight, at the Rodeo Arena.

Suggested Motion: I move to approve the transfer of the Wild Horse Saloon, Inc., dba the Hitching Post Saloon liquor license to cater alcoholic beverages at the Bernard and Renteria Wedding on April 24, 2021, from 5 pm until 1:30 am at the Sweetwater County Events Complex in Rock Springs, Wyoming, pending approval by the Rock Springs City Council.

Suggested Motion: I moved to approve the issuance of a catering permit to the Santa Fe Southwest Grill to cater alcoholic beverages at the Finn Wedding reception on July 31, 2021 from 4 pm until midnight at the Island Pavilion, pending approval by the Rock Springs City Council.
