Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

A.
Consideration on Third and Final Reading an Ordinance Amending Chapter 18, Section 18-86 Gambling
The City Prosecutor and the Green River Police Department are recommending the amendments to this ordinance to remedy the current outdated ordinance and conform with the State Statute.

Suggested Motion: I move to approve on third and final reading the amendments to Chapter 18, Section 18-86 Gambling of the City of Green River Code of Ordinances.

A.
Consideration to Approve the installation agreements with Rocky Mountain Power for the Small Business Direct Program
The Parks and Recreation Department has been conducting LED retrofit lighting at various locations over the past few years. Staff is in the process of procuring an LED retrofit project at the Police Department, City Hall, Public Works, Stratton Meyers building and Park. The total project cost would be $18,607 with a $13,955 cash incentive, for a final cost of $4,652 an estimated annual savings of $2,889 and a simple payback in an average of 19.2 months.

I move to approve signing the installation agreements with Rocky Mountain Power for the Small Business Direct Program

Consideration to Approve a Grant Submission to the WYDOT Aeronautics Division for the Spaceport Day Event

Staff requests authorization to submit a $2,500 grant request to the WYDOT Aeronautics Division. Grants for public events which promote aviation and airports (Aviation Encouragement) are available through the WYDOT Aeronautics Division. The Airport Advisory Board is planning this year's community Spaceport Day event to be held August 24,  2019. A local match is not required for the awarded funds.

Suggested Motion: I move to authorize the submission of the State Airport Aid Form to the WYDOT Aeronautics Division to apply for a Aviation Encouragement Grant for the 2019 Spaceport Day event and authorize the Mayor sign said form.

Consideration to Apply for a Technical Assistance Grant from the Wyoming Business Council through Wyoming Main Street for the Green RIver URA/Main Street Agency
The URA/Main Street Agency is requesting permission to apply for a Technical Assistance Grant from Wyoming Main Street in the amount of $8,080 for the purpose of obtaining a feasibility study regarding the location and development of a secondary grocery store to be located downtown. The feasibility study will determine whether we should realistically continue to pursue another grocery store. We will have real market data focusing on downtown and the surrounding market area that could be made available to potential stores and encourage this important development that would serve as a seriously needed anchor in our downtown.

Suggested Motion: I move to approve the submittal of the Technical Assistance Grant application to Wyoming Main Street by the URA/Main Street Agency for $8,080 for a feasibility study for a second grocery store and to authorize the Mayor to sign the required letter of support that will be submitted with the grant.

Consideration to Approve the Issuance of Open Container Permits to the Green RIver Roping Club
The GR Roping Club has requested multiple open container permits during the months of May, June, July, August, and September. The permits are being requested so members and contestants can bring their own alcoholic beverages to the practices and jackpots. There will not be sales of alcohol. They are over estimating the times for Saturdays and Sundays because the weekend jackpot dates have not been set yet and they want to make sure that they are completely covered with the City. The club schedule dates are listed on the calendars attached.

Suggested Motion: I move to approve the issuance of open container permits to the GR Roping Club for approximately 99 days total during the months of May, June, July, August and September (see attached calendar for highlighted dates), located at the Rodeo Arena.

Suggested Motion: I move to enter into a MOU with Jim Dean, dba Pineda's Kenpo-Karate for the Parks & Recreation Department to co-sponsor the 2019 Western Wyoming Karate Tournament.

Approval of an Equipment Rental Agreement between the City of Green River and Sweetwater County Events Complex

Suggested Motion: I move to approve the Equipment Rental Agreement between the City of Green River and the Sweetwater County Events Complex for crowd movers and bleachers for the 2019 Overland Stage Stampede Rodeo.

Suggested Motion: I move to approve the issuance of a catering permit to the Embassy LLC, dba Embassy Tavern to cater alcoholic beverages at a wedding on May 11, 2019, from 11 am to midnight, at the Island Pavilion.

Suggested Motion: I move to approve the issuance of a catering permit to China Garden Inc. to cater alcoholic beverages at the Wyoming Association of Broadcasters Banquet on Saturday, June 8, 2019, from 4 pm to 10 pm, at the Island Pavilion.
