Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

Resolutions

A.

Consideration of a Resolution Declaring the City's Intent to Vacate a Right-of-Way (Alley) that runs from N 1st W Street to Center Street in Block 8 of the Original Town of Green River Plat

The petitioner, Sweetwater County, is requesting that the City of Green River vacate the 20-foot right-of-way (alley) that runs from N 1st W Street to Center Street in Block 8 of the Original Town of Green River Plat. We can find no record documenting the vacation of this alley. The subject alley has been used, improved and maintained by Sweetwater County since 1965.

Suggested Motion: I move to approve the resolution declaring the City's intent to vacate a right-of-way (alley) that runs from N 1st W Street to Center Street in Block 8 of the Original Town of Green River Plat and setting a public hearing date of August 2, 2022.

B.

Consideration of a Resolution Authorizing the Submission of an FY2023 WYDOT Transportation Alternatives Program Grant Application for Flaming Gorge Way ADA Upgrades - Design Only

The Engineering Division of Public Works seeks authorization to submit an application for a WYDOT Transportation Alternatives Program (TAP) Grant for ADA Improvements within the City.  The area proposed for ADA improvements include a portion of Flaming Gorge Way from 7th West to 6th East.  The project will consist of Design Only for an ADA Compliant Route through the corridor on both the North and South sides of Flaming Gorge Way.

Suggested Motion: I move to approve the resolution authorizing the submission of a grant application to WYDOT for the Transportation Alternatives Program (TAP) for Flaming Gorge Way ADA Upgrades - Design Only.

C.

Consideration of a Resolution Authorizing the Submission of an FY2023 WYDOT Transportation Alternatives Program Grant Application for Miscellaneous ADA Upgrades near Green River Schools

The Engineering Division of Public Works seeks authorization to submit an application for a WYDOT Transportation Alternatives Program (TAP) Grant for ADA Improvements within the City.  The three areas proposed for ADA improvements include 1) in front of Monroe Elementary, 2) in front of Lincoln Middle School at the intersection of Monroe & Bramwell and 3) on the West side of Hitching Post Drive north of the intersection with Upland Way.  The project would install sidewalk and curb ramps at intersections to facilitate the movement of wheelchair-bound and other mobility-impaired residents.  These areas have been selected based on their proximity to schools in the community and housing areas that serve young families, older adults and individuals with disabilities.  

Suggested Motion: I move to approve the resolution authorizing the submission of a grant application to WYDOT for the Transportation Alternatives Program (TAP) for Miscellaneous ADA Upgrades near Green River Schools.

D.

Consideration of a Resolution Approving a Proposition to Impose a 1% Specific Purpose Sales and Use Tax

The City of Green River has been working with Sweetwater County and its municipalities on a potential specific purpose tax initiative. After numerous committee meetings, stakeholder meetings, public meetings and public surveys the committee has drafted the attached resolution that would add this proposition to the November 8, 2022 general election ballot. If approved by the voters, this initiative would allow for the collection of $83,511,570 countywide, with the City of Green River receiving $22,027,627 of this revenue to be used for the following: (1) paving, curb, gutter, sidewalk, and rehabilitation of water, sewer and storm sewer infrastructure in various locations on the following streets - westbound Riverview Drive (from Hackberry Street to Locust Street), eastbound Riverview Drive ( from Locust Street to Fir Street), Bridger Drive (East Teton Boulevard to West Teton Boulevard), Faith Drive, Evans Drive (from Faith Drive to Faith Drive), Easy Street (from Hutton Street through Easy Circle), Wilkes Drive (from Hutton Street to Evans Drive), Indian Hills Drive (from Shoshone Avenue to Uinta Drive) and (2) Cape seal selected streets to preserve the integrity of the asphalt surface.

Suggested Motion: I move to approve the resolution approving a proposition to impose a 1% Specific Purpose Sales and Use Tax.

Council Action Items

A.

Consideration to Approve an Agreement with Industrial Scientific

In the past the GRFD has supplied, used and maintained their own gas monitors for the use during calls to homes. The cost to replace and or repair continues to climb and getting parts is starting to put the Department down a few monitors for sometimes a few months before repairs can be completed. Going to this type of system will allow the GRFD to continuously have monitors on hand as well ensures that the monitors are tested daily and repaired by the company when found defective. This removes the liability of the monitors from the City and the GRFD.

Suggested Motion: I move to approve the gas monitor agreement with Industrial Scientific for new gas monitors and station dock for the Green River Fire Department and authorize the Mayor to sign the agreement, pending legal approval.

A.

Issuance of Catering Permits to the Embassy, LLC dba Embassy Tavern and the Ponderosa Bar

Suggested Motion: I move to approve the issuance of catering permits to the Embassy, LLC dba Embassy Tavern and the Ponderosa Bar to cater alcoholic beverages at the Green River Strong Fundraising Event on July 15th, 16th and 17th, from 9 am until 2 am, within the barricaded area from the Embassy Tavern's property line to the Ponderosa Bar's property line on Railroad Avenue.  

B.

Issuance of Malt Beverage Permits to the Green River Chamber of Commerce

Suggested Motion: I move to approve the issuance of malt beverage permits to the Green River Chamber of Commerce for the 21st Annual River Festival on August 19, 2022 from 3 pm until midnight and August 20, 2022 from 11 am until 5 pm, at Expedition Island.

Approval to Waive Fees Based on Utility Review Committee Recommendations

Suggested Motion: I move to approve the utility review committee's recommendation of crediting utility account 1672-004 for $160.38 and utility account 2093-006 for $1,898.74.
