Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

Ordinances
A.
Consideration of an Ordinance Amending Chapter 18 Offenses, Miscellaneous Provisions
This proposed ordinance is submitted by the Office of the City Prosecutor with consultation and the support of the Chief of Police and the Green River Police Department. They are asking that the council review the proposed ordinance and consider implementing it into the current Code to assist with law enforcement and the prosecution of tobacco offenses as it relates to modern methods including vaporizing pens, electronic cigarettes and solution containing nicotine.

Suggested Motion: I move to approve on third and final reading an Ordinance Amending Chapter 18 Offenses, Miscellaneous Provisions Section 18-90 - Unlawful Possession or Use of Tobacco Product by Minors

Resolutions
A.
Consideration of a Resolution Declaring the Intent of the City of Green River to Cooperate Fully and Assist Sweetwater County and the Incorporated Municipalities of Sweetwater County for the Continuation of the County Wide Lodging Tax
The Sweetwater County local option lodging tax will be on the ballot for reauthorization in November. This reauthorization has taken place every four years since 1991. This year the Sweetwater County Joint Travel and Tourism Board is asking to continue the existing 3% with an increase of 1%.

Suggested Motion: I move to approve the resolution declaring the intent of the City of Green River to cooperate fully and assist Sweetwater County and the incorporated municipalities of Sweetwater County in taking all action necessary in support of the continuation of the existing county wide 3% Lodging Tax with an increase of 1%.

Council Action Items
A.
Consideration of an Agreement with Forsgren Associates, Inc. to Provide On-Call Building Inspection and Plan Review Services
The City of Green River occasionally has the need of using outside professional service firms to provide building inspection and plan review services.  While the City currently has a similar contract with another firm, having the option of a second firm at our disposal would provide desirable flexibility when scheduling difficulties arise.  Forsgren has qualified personnel on staff who can represent another option to provide timely response during busy periods.

Suggested Motion: I move to authorize the Mayor to sign an Agreement with Forsgren Associates, Inc. to provide building inspection and plan review services to the City of Green River on an as-needed basis.

Approval to accept Sweetwater County Joint Travel and Tourism Grant funds for the 14th Annual Art on the Green

Suggested Motion:
I move to approve the Sweetwater County Joint Travel and Tourism Grant agreement, in the amount of $2,000 for the 2018 Art on the Green event, pending approval by Legal Counsel.

Suggested Motion: I move to approve the issuance of a catering permit to Lew's Inc., dba; Sands Buddha Bobs Liquor Catering to cater alcoholic beverages at the 2018 Ciner Picnic on July 21, 2018, from 10 am to 6 pm, at the Island Pavilion.

Suggested Motion: I move to approve the issuance of malt beverage permits to the Green River Chamber of Commerce for the 17th Annual River Festival on Friday, August 17, 2018, from 3 pm to midnight and Saturday, August 18, 2018, from 11 am to 5 pm, at the Island Pavilion/Evers Park.

Issuance of a Catering Permit to Santa Fe Trail Inc.

Suggested Motion: I move to approve the issuance of a catering permit to Santa Fe Trail Inc. to cater alcoholic beverages at the Genesis Picnic on August 25, 2018, from 12 pm to 4 pm, at the Island Pavilion, pending approval by the Rock Springs City Council.
