Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

Public Hearing for proposed language amendment to the City of Green River Code Book of Ordinances Chapter 9


This Public Hearing is for the proposed language amendment to Chapter 9, Use Regulations, adding Family Child Care Center, subject to the State of Wyoming Requirements (1.311) as a Conditional Use Permit in the R-1 and R-2 Zoning Districts (Single-Family Residential Districts).

Board and Committee Appointments

A.

Appointment of Pete Rust to the Tripartite Board


Pete Rust has volunteered to serve on the Tripartite Board filling Ted Barney's position which terminates on September 30, 2020.  Pete Rust will begin his (3) year term  October 2, 2020 and expire on September 30, 2023.

Suggest Motion:  I move to confirm the appointment of Pete Rust to the Tripartite Board for a (3) year term beginning October 1, 2020 and expiring September 30, 2023.
B.

Reappointment of Karl Bozner to the Planning & Zoning Commission


Reappointment of Karl Bozner to the Planning & Zoning Commission that will expire August 31, 2020.  Karl wishes to continue serving on the Planning & Zoning Commission.

Suggested Motion:
  I move to confirm the Mayor's reappointment of Karl Bozner to the Planning & Zoning Commission for a (3) three-year term beginning September 1, 2020 and expiring August 31, 2023.

Reappointment of Michael Brown to the Planning & Zoning Commission


Reappointment of Michael Brown to the Planning & Zoning Commission. Michael would like to continue serving on the Planning & Zoning Commission.  The Mayor recommends the reappointment of Michael Brown for a (3) three-year term.

Suggested Motion:  I move to confirm the Mayor's reappointment of Michael Brown to the Planning & Zoning Commission for a (3) three-year term beginning September 1, 2020 and expiring August 31, 2023.

A.

Consideration on First Reading an ordinance for a proposed Language Amendment to Chapter 9 Appendix B zoning


This proposed language amendment will add Family Child Care Center as a Conditional Use Permit in the R-1 and R-2 Zoning Districts (Single-Family Residential Districts).

Suggested Motion:  I move to approve on first reading the amendment to Appendix B Zoning, Chapter 9, Use Regulations, adding Family Child Care Center, subject to the State of Wyoming Requirements (1.311) as a Conditional Use Permit in the R-1 and R-2 Zoning Districts (Single-Family Residential Districts).

Resolutions

A.

Consideration of a Resolution for the Carryover Projects for Fiscal Year 2021


During the budget process the City only budgets for new projections.  Any project that was started in FY 2020 that will not be completed until FY 2021 is budgeted with a separate resolution.  The reason for this is to calculate a more accurate remaining budget balance and to allow payments for the project to go through without being held up in the budget process.

Suggested Motion:  I move to approve the resolution increasing the City funds for fiscal year carryover, in the amount of $4,110,700.

Council Action Items

A.

Consideration to approve alcohol and tobacco compliance check grants

For more than 10 years the Police Department has utilized a grant through the Wyoming Association of Sheriffs and Chiefs of Police, to conduct compliance checks on local businesses selling tobacco and alcohol to ensure these items are not being sold to underage customers.The grant pays $85 per compliance check. Which is used to reimburse overtime costs, pay $10 to the person requesting to purchase the items and a $10 gift card reward for clerks who successfully pass the checks.

Suggested Motion: I move to approve the alcohol and tobacco compliance check contracts with the Wyoming Associations of Sheriffs and Chiefs of Police for fiscal year 2020-2021 and authorize the mayor to sign the contracts upon approval by the City Attorney.

A.

Approval of the Community Service Agreements for FYE2021


Suggested Motion:  I move to approve the Community Service Agreements for FYE21 for the Green River Food Bank; Golden Hour Senior Center; Youth Home; Sweetwater Family Resource Center; Drug Treatment Court of Sweetwater County; STAR Transit; YWCA Family Justice Center; United Way and Climb Wyoming for a total of $104,212.
B.

Issuance of an Open Container Permit to the Ponderosa Bar and the Embassy LLC


Suggested Motion:  I move to approve the issuance of an open container permit to The Ponderosa Bar and the Embassy LLC for the Rally in the Alley on August 8, 2020, from 9 am until midnight, within the barricaded area called "Bar Row" on E Railroad Avenue.
C.

Issuance of a Catering Permit to the Wild Horse Saloon, Inc dba The Hitching Post Saloon


Suggested Motion: I move to approve the issuance of a catering permit to the Wild Horse Saloon, Inc. dba, the Hitching Post Restaurant and Saloon to cater alcoholic beverages for a wedding reception on September 12, 2020 from 3 pm until midnight at 500 Upland Way.
D.

Acceptance of Certificate of State Grant-in-Aid for the 2020 Spaceport Day Event


Suggested Motion:  I move to accept the Certificate of State Grant-in-Aid from WYDOT Aeronautic Commission for Spaceport Day 2020 and authorize the Mayor to sign said form.
E.

Approval of a property alteration at 41 E Railroad owned by Pondo LLC., dba, The Ponderosa Bar


Pondo LLC., is requesting approval to add a gazebo and fence in an area on the property located at 41 E Railroad.  City of Green River Ordinance Section 4-34f (Retail liquor licenses) states, no licensed premises shall be altered, modified or renovated without the approval of the governing body.

Suggested Motion:  I move to approve the alteration for the Pondo LLC., dba, The Ponderosa Bar at 41 E Railroad to allow the addition of a gazebo and fence on the property in accordance with the 2018 Internal Building Codes as adopted by the City of Green River and in accordance with the building/construction permit issued by the City for such purpose.
