Public Hearing the Request to Increase the Principal Amount of the Clean Water SRF Loan #182 for the WWTP Replacement Facility

The purpose of this hearing is to allow citizens to present any questions or concerns they have on the request to increase the principal amount of the Clean Water SRF Loan #182.

Board and Committee Appointments

A.

Appointment of Stacey Dolinar to the Sweetwater County Board of Health

Stacey Dolinar has volunteered to serve on the Sweetwater County Board of Health. She has lived in Green River for 19 years and engaged in Community efforts to bring awareness to the Health of individuals and families with focus on diet, exercise, environment and assisting to make healthy choices.

Suggested Motion: I move to confirm the Mayor's appointment of Stacey Dolinar to the Sweetwater County Board of Health for a four (4) year term beginning August 16, 2022 and expiring August 31, 2026.

B.

Reappointment of Timothy Knight to the Planning and Zoning Commission

Timothy Knight has volunteered to serve an additional three (3) year term on the Planning & Zoning Commission.  

Suggested Motion: I move to confirm the Mayor's reappointment of Timothy Knight to the Planning & Zoning Commission for a three (3) year term beginning September 1, 2022 and expiring August 31, 2025.

Resolutions

A.

Consideration of a Budget Resolution for the Carryover Projects for Fiscal Year 2023

During the budget process the City only budgets for new projects. Projects that are started in FY2022 that will not be completed until FY2023 are budgeted with a separate resolution. The reason for this is to calculate a more accurate remaining budget balance and to allow payments for the projects to go through without being held up in the budget process.

Suggested Motion: I move to approve the resolution increasing the City Funds for Fiscal Year Carryover, in the amount of $31,578,700.

B.

Consideration of a Resolution Authorizing the Submission of a Request to Increase the Principal Amount of the Clean Water SRF Loan #182 for the Wastewater Treatment Plant Replacement Facility

Public Works seeks authorization to submit a request to the State Loan and Investment Board for a $7.5 million increase to the City's current CWSRF Loan #182 for the construction of the Wastewater Treatment Plant Replacement Facility Project. This increase would match a recently submitted ARPA Grant request for the project. If awarded, construction of the new WWTP facility could begin in 2023. The new facility construction is expected to take approximately two years.

Suggested Motion: I move to approve the resolution authorizing the submission of a request to increase the principal amount of Clean Water SRF Loan #182 for the construction of the Wastewater Treatment Plant Replacement Facility Project by $7.5 million for a new loan amount of $35.1 million on behalf of the Governing Body of the City of Green River and authorize the Mayor to sign all pertinent loan documents.
