Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

Board and Committee Appointments

A.

Reappointment of Karl Bozner to the Planning and Zoning Commission


Karl Bozner has served on the Planning and Zoning Commission for the last (3) years.  He has volunteered to serve another (3) years.  The Mayor recommends the reappointment of Karl Bozner for a term of (3) years.

Suggested Motion:  I move to confirm the Mayor's reappointment of Karl Bozner to the Planning and Zoning Commission for a (3) year-term beginning September 1, 2020 and expiring August 31, 2023.

B.

Reappointment of Michael Brown to the Planning & Zoning Commission


Michael Brown has severed on the Planning & Zoning Commission.  Michael would like to continue serving on the Planning & Zoning Commission.  The Mayor recommends the reappointment of Michael Brown for a (3) year-term.

Suggested Motion:  I move to confirm the Mayor's reappointment of Michael Brown to the Planning & Zoning Commission for a (3) year-term beginning September 1, 2020 and expiring August 31, 2023.

A.

Consideration on Second Reading an Ordinance for a Proposed Language Amendment to Chapter 9 Appendix B Zoning


The Proposed language amendment will add Family Child Care Center as a Conditional Use Permit In the R-1 and R-2 Zoning Districts (Single-Family Residential Districts).

Suggested Motion: I move to approve on second reading the amendment to Appendix B Zoning, Chapter 9, Use Regulations, adding Family Child Care Center, subject to the State of Wyoming Requirements (1.311) as a Conditional Use Permit in the R-1 & R-2 Zoning Districts (Single-Family Residential Districts).

Council Action Items

A.

Consideration to Approve an Agreement with the Green River Chamber of Commerce for FYE2021


Suggested Motion:
I move to approve the agreement with the Green River Chamber of Commerce, in the amount of $90,000 for FYE2021, pending legal approval.
B.

Consideration of Amendment No. 2 with Burns & McDonnell Engineering Company


In December 2017 the City entered into a Professional Services Agreement with Burns & McDonnell Engineering Company for the design of the Wastewater Treatment Plant Replacement Facility.  Since that time, Burns & McDonnell has performed the required design services for the proposed facility.  As the completion of the design process approaches and the bidding and construction phases approach, we have negotiated a scope and fee for continuing professional services through the end of the project.  

Suggested Motion:  I move to approve Amendment No. 2 to the City's Agreement with Burns & McDonnell Engineering Company, Inc. for construction phase professional services for the Wastewater Treatment Plant Replacement Facility in the amount of $1,664,306.
   
C.

Consideration to Approve an Agreement With Target Solutions for Online Police Training


Target Solutions, in cooperation with Caliber Press, offers an online training platform that will allow the department to train officers in a streaming format. The platform also gives the department a centralized location to schedule training, keep training records, and build personalized training courses utilizing Target Solution software and cloud storage. The agreement in question governs the purchase and ongoing use of the services provided by Target Solutions.

Suggested Motion:  I move to approve the agreement between the City of Green River and Target Solutions allowing the Police Department access to Target Solutions online training courses, and authorize Mayor Rust to sign the agreement upon legal approval.

D.

Consideration to waive fees for Green River Little League and Green River Girls Softball


Green River Little League and Green River Girls Softball have asked for a fee waiver due to the shortened playing season.  The fees for Little League Seniors are $15 per person, Little League is $12 per person and Girls Softball is $12 per person.  It was also mentioned in lieu of a fee waiver, a fee reduction would be appreciated.

Suggested Motion: I move to authorize the fee waiver for Green River Little League and Green River Girls Softball for the 2020 Youth League season.
