Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

A.
Appointment of Mera Souare to the Sweetwater Combined Communications Joint Powers Board
Mera Souare has over 16 years experience in Accounting and Finance. She has worked in the Public Sector for 5 years and she was Coordinator for the City of Rock Springs Fire & Police Commission.

Suggested Motion:  I move to confirm the Mayor's appointment of Mera Souare to the Sweetwater Combined Communications Joint Powers Board for a (3) year term beginning November 1, 2018 and expiring November 1, 2021.
B.
Appointment of Shaun Sturlaugson to the Sweetwater Combined Commuications Joint Powers Board
Shaun Sturlaugson has 14 years of Law Enforcement experience. He is currently a Police Captain with the Green River Police Department.

Suggested Motion:  I move to confirm the Mayor's appointment of Shaun Sturlaugson to the Sweetwater Combined Communications Joint Powers Board for a (3) year term beginning November 1, 2018 and expiring November 1, 2021.

Appointment of Nancy Eklund to the Sweetwater County Board of Health
Nancy Eklund has over 40 years in the School District #2 as a Health and Physical Education Teacher as well as the Chair of the 11 year Wellness Committee. She is Executive Director of the Wyoming Association for Health and serves as chair of the Governor's Council for Physical Fitness and Sports. She has a passion for serving a Community to engage health, wellness, physical activity and sports for a lifetime.

Suggested Motion:  I move to confirm the Mayor's appointment of Nancy Eklund to the Sweetwater County Board of Health for a four (4) year term beginning November 1, 2018 and ending on November 1, 2022..

Reappointment of Sheila Simpson to the Green River Arts Council
The Green River Arts Council has recommended the reappointment of Sheila Simpson to the Green River Arts Council for an additional two year term.

Suggested Motion: I move to confirm the Mayor's reappointment of Sheila Simpson to the Green River Arts Council for an additional two year term.

Resolutions
A.
Consideration of a Resolution Accepting Grant Funds from the Wyoming Game and Fish Commission
The City has been awarded a grant from the Wyoming Game and Fish Commission for the Russian Olive Tamarisk Control along the river corridor between Fontenelle Dam and the inflow area of the Flaming Gorge Reservoir. This resolution is to accept the $52,000 in awarded grant funds.

Suggested Motion: I move to approve the resolution accepting grant funding from the Wyoming Game and Fish Commission, in the amount of $52,000.

A.
Consideration to Approve a Wattsmart Agreement with Rocky Mountain Power
The Parks & Recreation is in the process of procuring an LED retrofit lighting project at the Green River Recreation Center with a total project cost of $11,254.01, and a cash incentive of $4,249.60 for an estimated annual savings of $3,132 and a simple payback in 2.2 years.

Suggested Motion: I move to approve entering into a Wattsmart agreement with Rocky Mountain Power and authorize the Mayor to sign the agreement.
B.
Consideration to Approve a Memorandum of Understanding with GovDeals, Inc.
By State Statute's the City may only dispose of surplus property through a sealed bid process or a public auction. Many other states and local governments have seen much better success with using an online auction site versus using a sealed bid or local auction. GovDeals, Inc. is an internet auction site that has a good presence in Wyoming. They will also prepare and administer the auction. They prepare the sale, take care of the monetary exchanges and help the City with reporting needs.

Suggested Motion: I move to approve the Memorandum of Understanding with GovDeals, Inc. for online auction services for the City's surplus property.

Consideration to Authorize the Green River Fire Department Submit a Wyoming PDO Grant Application
The Green River Fire Department responds to EMS calls in which they are first on scene where there is a potential to come in to contact with opioids. This grant would allow the Fire Department first responders the ability to administer Narcan if needed. 

Suggested Motion
: I move to authorize the Green River Fire Department submit a Wyoming PDO Grant application to the Wyoming Department of Health to authorize the Fire Department first responders to administer Narcan for the use of an opioid overdose if needed.

Consideration to Authorize the Submission of a 2019 Assistance to Firefighters Grant
The Green River Fire Department is requesting permission to apply for the 2019 Assistance to Firefighters Grant (AFG). The Grant period is now open and will close on February 2nd. The Green River Fire Department would like to apply for a new pumper truck. Our trucks are starting to age with the oldest being a 1991 Pierce which has seen its better days. We also have a 1996 Pierce. We have made some changes with our trucks converting one of our 2011 Pierce into a Rescue truck. Looking into the future with the interest in the Airport we need something to carry the capacity of water for areas that have no water source.

Suggested Motion: I move to authorize the Green River Fire Department submit an application for the 2019 Assistance to Firefighters Grant for a new pumper truck.

Suggested Motion: I move to approve the grant disbursement agreement with the Sweetwater County Joint Travel & Tourism Board for the 2018 Co-ed Tough Turkey Volleyball Tournament, in the amount of $1,000.

I move to approve the grant agreement with the Wyoming Game and Fish Commission, in the amount of $52,000 and authorize the Mayor to sign the agreement and attachment A.
C.
Issuance of a Catering Permit to the Wild Horse Saloon, Inc. dba the Hitching Post Restraurant & Saloon

Suggested Motion: I move to approve the issuance of a catering permit to the Wild Horse Saloon, Inc. dba the Hitching Post Restaurant & Saloon to cater alcoholic beverages at the wedding of Ryan Rust and Kayli Doak on October 13, 2018, from 3 pm to midnight, at the Island Pavilion.
