Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

Public Hearing for the Proposed Amendment to the City of Green River Code of Ordinances Chapter 18, Sections 18-88 and 18-92 Smoking Prohibited


This public hearing is for the Proposed Amendment to the City of Green River Code of Ordinances Chapter 18, Section 18-88, 18-92 and applied to 18-93, 18-94 and 18-95. This is being requested by the City Prosecutor and the GRPD in order to get consistency in definition and to address the growing usage and concerns with vaporizing pens, electronic cigarettes, etc.

Appointment of Sherry Schumacher to the Sweetwater County Board of Health


Sherry Schumacher has volunteered to serve on the Sweetwater County Board of Health. The Mayor recommends the appointment of Sherry Schumacher to fill Nancy Eklund's term.

Suggested Motion: 
I move to confirm the Mayor's appointment of Sherry Schumacher to the Sweetwater County Board of Health to fill Nancy Eklund's term beginning November 1, 2019 and expiring November 1, 2022.

A.

Consideration on First Reading an Ordinance Amending Chapter 18 Sections 18-88 and 18-92 Smoking Prohibited


The City Prosecutor and the GRPD are recommending the amendment to this ordinance for consistency in definition and to address the growing usage and concerns with vaporizing pens and electronic cigarettes, etc.

Suggested Motion: I move to approve on first reading the amendments to Chapter 18,  Section 18-88 and 18-92 of the City of Green River Code of Ordinances.

Resolutions

A.

Consideration to Approve a Budget Resolution to Accept School District #2 Rec Mil Grant Funds for the Summer Day Camp Program


The Summer Day Camp Program has been growing from its inception in 2007 and in the past three years has made a substantial jump in participation. The operations and maintenance budget has not grown with the evolution of the program and this year the camp jumped from 130 participants in 2018 to 156 in 2019. This requires an additional transportation source and supplies for those children. The Parks and Recreation Department staff have applied for and been awarded a Rec Mil Grant for the past three years. This grant has ranged from $7,000 to over $11,000 which is almost our entire O&M Budget. The past two years we have been able to pay expenses with our current O&M without asking for a resolution but now with the growth in the program we are no longer able to cover the expenses.

Suggested Motion: 
I move to approve the budget resolution to accept the School District #2 Rec Mil Grant Award for the Summer Day Camp Program, in the amount of $11,439.

Council Action Items

A.

Consideration to Approve the FY2020 Wyoming Highway Safety Grant Agreement

For more than ten years the Police Department has participated in the Wyoming Highway Safety Selective Traffic Enforcement Grant Program through the Wyoming Association of Sheriffs and Chiefs of Police. The program provides reimbursement of overtime funds to agencies that participate during special traffic enforcement periods that focus on decreasing DWUI's and increasing vehicle occupancy safety. The grant pays all overtime wages for officers who work during the grant period. 

Suggested Motion: I move to approve the Wyoming Highway Safety Grant Agreement with the Wyoming Association of Sheriffs and Chiefs of Police for Fiscal Year 2020 and authorize the Mayor to sign the agreement upon approval by the City Attorney.

Approval of an MOU between the City of Green River and Sweetwater County for the placement of the Fox sculpture

Suggested Motion: I move to approve the Memorandum of Understanding between the City of Green River and Sweetwater County for the placement of the "Fox" sculpture. 

B.

Issuance of a Catering Permit to the Wild Horse Saloon, Inc., dba The Hitching Post Saloon


Suggested Motion: I move to approve the issuance of catering permits to The Wild Horse Saloon, Inc., dba The Hitching Post Saloon to cater alcoholic beverages at the Holiday Business Showcase on November 15, 2019, from 5 pm until 10 pm and November 16, 2019, from 9:30 am until 4 pm, at the Island Pavilion.
C.

Issuance of a Catering Permit to Sands Buddha Bobs Liquor Catering


Suggested Motion: I move approve the issuance of a catering permit to Sands Buddha Bobs Liquor Catering to catering alcoholic beverages at the 2019 Ciner Service Awards Banquet on November 8, 2019, from 4 pm until midnight, at the Island Pavilion, pending approval by the Rock Springs City Council.
