Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

Board and Committee Appointments
A.
Appointment of Becky Harris to the Green River Arts Council
The Green River Arts Council has recommended to Mayor Rust that Becky Harris be appointed to the Green River Arts Council for a two year term. 

Suggested Motion:  I move to confirm the Mayor's appointment of Becky Harris for a two year term on the Green River Arts Council.
B.
Appointment of Charlene Murphy to the Green River Arts Council
The Green River Arts Council has recommended to Mayor Rust that Charlene Murphy be appointed to the Green River Arts Council for a two year term. 

Suggested Motion:  I move to confirm the Mayor's appointment of Charlene Murphy for a two year term to the Green River Arts Council.
C.
Appointment of Courtney Thomas to the City Tree Board
Courtney Thomas has volunteered to serve on the City Tree Board.  Courtney has a B.S. in Rangeland Ecology and Watershed Management and a strong background in natural resources and working with the public. The Mayor recommends the appointment of Courtney Thomas for a one (1) year term beginning October 17, 2017 and ending on October 17, 2018.

Suggested Motion:  I move to confirm the Mayor's appointment of Courtney Thomas to the City Tree Board term beginning October 17, 2017 and ending October 17, 2018.

Ordinances
A.
Consideration on 2nd Reading and Ordinance Amending Chapter 4 Alcoholic Beverages
The State Legislature amended the statutes pertaining to the State liquor laws the last legislative session. City staff has proposed the attached changes to bring the City ordinance in-line with the State Statutes.

Suggested Motion: I move to approve on 2nd reading amendments to Ordinance Chapter 4 - Alcoholic Beverages as attached for changes concerning dispensing rooms and hours of operations.

Council Action Items
A.
Consideration to authorize the Mayor to accept a check from the Wyoming Office of the Attorney General in the amount of $8,070.00 into the GRPD restricted funds account.
Consideration to authorize the Mayor to accept a check from the Wyoming Office of the Attorney General in the amount of $8,070.00 that was the GRPD's portion of a seizure involving a 2016 case worked by the DCI Southwest Enforcement Team, of which the GRPD has an assigned officer.

Suggested Motion: I move to authorize the Mayor to accept a check from the Wyoming AG's office in the amount of $8,070.00 into the GRPD's restricted funds account.

Approval of the Memorandum of Understanding with the Sweetwater Economic Developement Coalition
Suggested Motion: I move to approve the Memorandum of Understanding with the Sweetwater Economic Development Coalition in the amount of $20,000.
B.
Approval of the Unclaimed Property Report for Wyoming, Washington and North Carolina
Suggested Motion: I move to accept the Unclaimed Property Reports and to submit checks in the total amount of $536.10 ($515.38 to Wyoming, $10.01 to Washington and $10.71 to North Carolina) to each applicable state under the Unclaimed Property Act.
C.
Approval of the Utility Review Committee Recommendations
Suggested Motion: I move to approve the Utility Review Committee's recommendation of crediting utility account 2077-001 for $324.21 and utility account 5247-010 for $311.43.
D.
Issuance of a Catering Permit to The Brewery
Suggested Motion: I move approve the issuance of a catering permit to The Brewery to cater alcoholic beverages at the Green River Ace Hardware Customer Appreciation night on November 9, 2017, from 4 pm to 9 pm, at the Ace Hardware located at 400 Uinta Drive.
