Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

Public Hearing for the Proposed Resolution to Rename Lincoln Street to Lincoln Circle


The purpose of the public hearing is to allow citizens the opportunity to provide comments on the proposed Resolution to change the name of Lincoln Street to Lincoln Circle.

A.

Reappointment of Charles Van Over to the Building Code of Appeals


The purpose of the Building Code Board of Appeals is to hear and decide appeals of orders, decisions or determinations made by the building official relative to the application and interpretation of the adopted codes. The Development Services Department has recommended to the Mayor the reappointment of Charles Van Over to the Building Code Board of Appeals for a (5) five-year term.

Suggested Motion: I move to confirm the Mayor's reappointment of Charles Van Over to a (5) five-year term on the Building Code Board of Appeals.

Ordinances

A.

Consideration on Third and Final Reading an Ordinance Amending Chapter 18, Sections 18-88 and 18-92 Smoking Prohibited


The City Prosecutor and the Green River Police Department are recommending the amendment to this ordinance for consistency in definition and to address the growing usage and concerns with vaporizing pens, electronic cigarettes, etc.

Suggested Motion: I move to approve on third and final reading the amendments to Chapter 18, Sections 18-88 and 18-92 of the City of Green River Code of Ordinances.

Resolutions

A.

Consideration to Approve a Resolution to Rename Lincoln Street to Lincoln Circle


Recently it has come to the attention of the City of Green River Development Services Department that Lincoln Street has issues regarding addressing. The street sign shows Lincoln Street, the lots are addressed to Madison Avenue and the County MapServer refers to it as Lincoln Circle. This is confusing to emergency services such as EMS, Fire and Police as well as delivery drivers. To eliminate confusion and to ensure that emergency response is swift and accurate, staff recommends eliminating Lincoln Street and to dedicate it as Lincoln Circle. New addresses will be required for the seven existing dwellings on the property in question.

Suggested Motion: I move to approve the resolution authorizing Lincoln Street to be named Lincoln Circle and for the Director of Community Development to create and assign addresses.

Suggested Motion: I move to approve the Trade Agreement between The Radio Network and the Green River Recreation Center, pending legal approval.

APPROVAL OF THE HEALTHY CONTRIBUTIONS PROGRAM AGREEMENT


Suggested Motion:
I move to approve the Program Agreement with Healthy Contributions for the Recreation Center, pending legal review.
C.

Issuance of a Catering Permit to the Ponderosa Bar


Suggested Motion: I move to approve the issuance of a catering permit to the Ponderosa Bar to cater alcoholic beverages at the Muley Fanatics Christmas Party on December 14, 2019, from 3 pm until midnight, at the Island Pavilion.
