Chris Steffen, Chief of Police reports:

The charge is merely an accusation and the defendant is presumed innocent until and unless proven guilty.


The following events were reported between 6:00 a.m. on August 29, 2014 and 6:00 a.m. on August 30, 2014:

Animal Control Officers responded to an address on East Flaming Gorge Way, in regards to a report of a bat in the building.

Animal Control Officers contacted a resident by telephone that had questions, about an individual walking a dog without a leash.

Animal Control Officers responded to an address on Ironwood Street, regarding a report of a skunk caught in a trap.

Officers responded to an address on Fawn Circle, regarding a civil standby involving property.

Officers were dispatched to an address on East Flaming Gorge Way, in reference to a report of suspicious activity. Officers contacted the parties involved and reported there had been a misunderstanding.

Officers were dispatched to an address on Evers Street, in regards to a report of a parking complaint. Officers tagged a vehicle for a parking violation.

Officers completed VIN inspections at the Green River Police Department and at addresses on: Schultz Street, Jensen Street, Cumorah Way and Pennsylvania Boulevard.

Officers were dispatched to the area under the river bridge, in reference to a report of a suspicious person. Upon arrival, Officers contacted Gary Tilley, age 43, who was arrested per an active Green River Municipal Warrant for Failure to Appear for a hearing on an original charge of Shoplifting.

Officers responded to an address on Shoshone Avenue, in reference to assist with a funeral procession.

Officers assisted Castle Rock Ambulance personnel at an address on Monroe Avenue.

Officers were dispatched to an address on Cliff View Drive, in regard to a 911 call. Officers contacted the resident who reportedly tried to call information. The call was determined to be accidental.

Officers attempted to locate a vehicle described in a REDDI report on Wilkes Drive.

Officers responded to an address on Fawn Circle, regarding a civil issue involving property.

Officers responded to an address on West Flaming Gorge Way, in reference to a report of a suspicious circumstance. Officers contacted and addressed the concern with the reporting party.

Officers responded to an address on Idaho Street, in reference to a report of a larceny and property destruction. The reporting party stated fuel was stolen from their vehicle and their vehicle had some damage near the fuel cap. Officers completed a report regarding the incident.

Officers were dispatched to an address on Hitching Post Drive, regarding a disturbance. The reporting party stated a group of kids were chasing another child and they climbed onto a building. Officers contacted the juveniles; their parents were contacted and picked up the juveniles.

Officers responded to an address on Bridger Drive, in reference to a report of a two vehicle crash. A vehicle was reported to be pulling into a parking spot and struck a vehicle parked in the next parking spot. The driver was issued a citation for Inattentive Driving.

Officers responded to the Green River Police Department, in regards to an agency assist. Officers assisted Wyoming Department of Family Services and completed a report about the incident.

Officers were dispatched to an address on Uinta Drive, in reference to a 911 hang up call. Upon arrival, Officers contacted a responsible party for the address and reported the call was a result of a line problem.

Officers responded to the area of Scotts Bottom Road, regarding destruction of property. Officers reported damage to a porta potty belonging to Western Relief Services. Officers completed a report about the incident.

Officers assisted Castle Rock Ambulance personnel at an address on Evans Street.

Animal Control Officers responded to the area of Centennial Drive, in regards to a dog at large. The dog returned home and Animal Control Officers gave the owners issued a warning to the owners of the dog.

Animal Control Officers took a call regarding a dog that may have been sprayed by a skunk at an address on Apache Avenue.

Officers were dispatched to an address on Idaho Street, in reference to a report of trespassing. The reporting party wanted a trespass warning issued to an individual for the property. Officers contacted the individual and a trespass warning was issued.

Animal Control Officers responded to an address on Tennessee Drive, in regards to a barking dog complaint. Animal Control Officers completed a report about the incident.

Officers were dispatched to an address on Alamosa Circe, in reference to an alarm. Officers responded to the address, checked the property and contacted the property owner.

Officers responded to an address on Evans Street, in regards to a medical call.

Officers were dispatched to an address on Monroe Avenue, in regards to a report of a possible domestic dispute. Upon arrival, Officers contacted individuals who had a misunderstanding causing a verbal dispute.

Officers responded to an address on East Flaming Gorge Way, in reference to a report of suspicious activity. The reporting party stated they thought unauthorized persons were in the common area of the building.

Officers responded to an unsecured property at an address on Commerce Drive. Officers checked the property and reported everything was okay.

Officers were dispatched to the area of Jensen Street, in regards to a report of an individual looking into windows of vehicles parked on the street. Officers checked the area for the described individual and were unable to locate the individual.

Christopher Hadley, age 37, was arrested for Driving While Under the Influence and Driving While Under Suspension.


The following events were reported between 6:00 a.m. on August 30, 2014 and 6:00 a.m. on
August 31, 2014:

Animal Control Officers were dispatched to an address on Alaska Drive, in reference to a bat in the residence.

Animal Control Officers had a black and white pit bull canine turned into the Green River Animal Shelter. The dogs name was reported to be Al Capone and a phone number for the out of state owner was disconnected.

Animal Control Officers responded to the area of Wyoming Drive twice, regarding barking dog complaints. Animal Control Officers reported everything was quiet in the area on both reports.

Animal Control Officers responded to the area of Arkansas Drive, in regards to a dog at large. Animal Control Officers followed the dog home and the owner was given a warning.

Animal Control Officers were dispatched to an address on Elk Mountain Circle, regarding a barking dog complaint. Animal Control Officers posted a notice at the address.

Officers responded to the Green River Police Department, in regards to a civil matter.

Officers were dispatched to an address on Wild Horse Canyon Road, in reference to a 911 call. Upon arrival, Officers contacted the caller and reported the call was an accident as a child had been playing with the phone.

Officers were dispatched to an address on East Flaming Gorge Way, in reference to a report of unauthorized use of a vehicle. Officers spoke with the reporting party, located the vehicle and completed a report regarding the incident.

Officers responded to an address on East 4th South, regarding found property. Officers located the owner of the property and the wallet was returned.

Officers were dispatched to east end of Flaming Gorge Way, in reference to a report of trespassing on Union Pacific Railroad property.

Animal Control Officers responded to an address on Evers Street, regarding a found dog. The dog was described as a small brown dog with a purple collar and no tags.

Officers responded to an address on Wind River Drive, in reference to a report of threats. Officers contacted both parties involved and took statements from both.

Officers contacted a resident by telephone that had questions about a civil issue, regarding a property rental.

Officers contacted a resident by telephone that had civil questions, regarding child custody.

Officers responded to an address on Wild Horse Canyon Road, in reference to a vehicle collision. The driver reportedly was backing out of a parking spot and collided with a fire hydrant. Officers completed a report regarding the incident.

Officers were dispatched to an address on Alexandria Circle, in reference to an alarm. Upon arrival, Officers checked the property and contacted the property owner.

Officers were dispatched to an address on Faith Drive, in reference to an alarm. Officers checked the property and contacted the property owner.

Officers responded to an address on Uinta Drive, in regards to an unsecured property and suspicious person. Officers contacted the individual who was allowed to be at the property.

Officers contacted an individual at Expedition Island on South 2nd East. The individual was identified as, Robert Bingle, age 28, who was arrested for Grand Larceny-vehicle and Possession of a Controlled Substance (heroin).

Officers responded to an address on Waggener Circle, in regards to a report of a juvenile problem.

Officers responded to an address on West Teton Boulevard, in reference to a report of a disturbance. Officers contacted the resident who reported an individual was at the property that was not wanted there and left prior to Officers arrival.


The following events were reported between 6:00 a.m. on August 31, 2014 and 6:00 a.m. on September 1, 2014:

Animal Control Officers responded to an address on Ironwood Street, in regards to a report of a skunk in a trap.

Officers completed a report regarding a violation of a court order at an address on West Flaming Gorge Way.

Officers were dispatched to an address on Birch Street, in reference to a fire alarm. Upon arrival, Officers contacted the resident who advised they were cooking and accidentally set of the alarm.

Officers responded to the Green River Police Department, regarding a citizen assist. The resident had questions regarding property.

Animal Control Officers responded to an address on Riverview Drive, regarding a barking dog complaint. Animal Control Officers completed a report about the incident.

Christopher Cummings, age 41, was arrested per an active Green River Municipal warrant for Failure to Appear on an original charge of Driver’s License Required.

Officers attempted to locate a vehicle described in a traffic complaint on Uinta Drive.

Officers responded to an address on Minnesota Court, regarding a civil standby.

Officers responded to an address on Hitching Post Drive, in reference to a citizen assist. Officers also checked the property and reported everything was okay.

Animal Control Officers responded to an address on Riverview Drive, regarding a barking dog complaint. Animal Control Officers checked the area and reported everything was quiet.

Officers were dispatched to an address on Uinta Drive, in regards to a report of a larceny. The reporting party stated an individual took fuel without paying for it.

Officers responded to an address on South 2nd East, in regards to a report of a disturbance. Officers contacted both parties involved who stated they would work out the issue.

Officers were responded to the area of South 5th East, regarding a noise complaint. Officers located a spot on the sidewalk that appeared to be from a firework.

Officers were dispatched to an address on South Wagonwheel Drive, in reference to a report of a juvenile problem. The reporting party stated juveniles were shooting toy airsoft guns at vehicles. Officers contacted the juveniles and their parent who were advised of the city ordinance.

Officers responded to an address on Blake Street, in regards to a report of a suspicious odor. Officers contacted the reporting party and advised the odor appeared to be smoke from a fire.

Officers responded to an address on Logan Street, regarding a barking dog complaint.

Officers were dispatched to an address on Cumorah Way, in reference to a report of a disturbance. Upon arrival, Officers contacted the resident who was watching a movie and being loud. The resident was advised of the noise complaint.

Officers attempted to locate a vehicle described in a REDDI report.


The following events were reported between 6:00 a.m. on September 1, 2014 and 6:00 a.m. on September 2, 2014:


Officers assisted Castle Rock Ambulance personnel at an address on Wilkes Drive.

Animal Control Officers responded to an address on Apache Avenue, regarding a skunk caught in a trap.

Officers responded to an address on Madison Avenue, in regards to a report of an attempted phone scam. The reporting party received a phone call from someone claiming to be with the IRS. The reporting party did not divulge any personal information.

Officers were dispatched to the area of East 4th South, in reference to a REDDI report. Officers located the vehicle and the owner was contacted and reported not to be intoxicated.

Officers responded to an address on Bramwell Street, regarding a report of a dog at large. The dog was described as a pit-bull. The dog’s owner was contacted.

Officers were dispatched to an address on Uinta Drive, in regards to a report of a juvenile problem. The reporting party stated juveniles were throwing apples into the roadway on Uinta Drive. Officers contacted the juveniles and addressed the complaint.

Officers responded to an address on Uinta Drive, in reference to a found dog. The dog was described as a bulldog.

Officers responded to an address on Moran Drive, in regards to a report of harassment. The reporting party wanted a trespass warning issued to an individual for the property. Officers later contacted the individual who was given a trespass warning for the property.

Officers were dispatched to an address on Uinta Drive, in reference to a report of illegal dumping. The reporting party stated an individual put several bags of trash in trashcans at the property without permission. Officers completed a report regarding the incident.

Officers were dispatched to the area of Indian Hills Park near the Castle Rock Convalescent Center, in reference to a report of a bear cub in the area. Green River Police Department, Green River Fire Department and Wyoming Game and Fish responded to the area. The bear climbed into a tree, a fire truck was used to attempt to get the cub. The cub fell from the tree and was turned over to Wyoming Game and Fish.

Officers responded to an address on Uinta Drive, in regards to a report of a disturbance. The reporting party was having problems with an individual. The individual was advised to leave the property by the owner.

Officers assisted Castle Rock Ambulance personnel at addresses on: Schultz Street, Crossbow Drive, North 3rd West and Bridger Drive.

Officers responded to an address on Wyoming Drive, regarding a barking dog complaint. Officers contacted the owner of the dogs and completed a report about the incident.

Officers contacted a resident by telephone who reported they were receiving harassing text messages and phone calls.
