Kathryn Ice, age 19 of Rock Springs was issued a citation for underage consumption, Kelsey Moffitt, age 18 of Green River, was issued a citation for under age consumption, a 17 year old male and a two 16 year old females were issued citations for underage consumption and released to their parents.
