Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

Liquor License Renewals


The Governing Body is required to approve the liquor license renewals and the issuance of Retail, Limited Retail and Restaurant liquor licenses for April 1, 2020 through March 31, 2021. Renewal applications were advertised in the Green River Star on January 29, 2020 and February 12, 2020 and a public notice was posted at each establishment's premises from January 29, 2020 through February 18, 2020.

CONSIDERATION OF A RESOLUTION CHANGING THE CITY OF GREEN RIVER'S CLASSIFICATION PLAN


Since the adoption of the FY20 Classification Plan effective July 1, 2019, the City has assessed changes in departmental structures to support City needs as a result of several positions being vacated. We have taken the time to work with the departments impacted by these changes to develop positions that better fit the roles and responsibilities of our City staff and allow us to provide a higher level of service to our citizens without increasing our FY20 salary budget. The proposed changes include reclassification of the Planning Technician position to a Planning & Zoning Administrator that will continue to work with the Development Services staff and report to the Director of Public Works. Additionally, with the collaborative efforts of our Community Development, Engineering and Inspections staff in order to become a comprehensive Development Services group, we will eliminate the Director of Community Development position. We will also add the position of Governmental Affairs & Grants Manager that reports to the City Administrator. This position is one that has been carefully developed over the last 8 months to ensure it fits the City’s needs in the areas of legislative initiatives, economic development, and grant funding opportunities. This position is planned to be included as part of the FY21 budget, but we would like to be able to fill it this spring. Due to a position vacancy in Administration, the salary for the new position will be absorbed by the existing FY20 salary budget.

Suggested Motion: I move to approve the resolution changing the City of Green River's Classification Plan adding the positions of Planning & Zoning Administrator and Governmental Affairs & Grants Manager and removing the positions of Planning Technician and Director of Community Development to be effective February 1, 2020.

Council Action Items

A.

Consideration to Award the Bid for the Transfer Station Post-Fire Roof and Panel Replacement Project

The Bid Opening for the Transfer Station Post-Fire Roof & Panel Replacement Project was held on January 23, 2020, resulting in four bids. The apparent low bid is from A. Pleasant Construction, Inc., in the amount of $108,622.54. This project includes the replacement and repairs of building systems damaged by a fire at the Transfer Station.  

Suggested Motion: I move to award the Transfer Station Post-Fire Roof & Panel Replacement Project to A. Pleasant Construction, Inc., in the amount of $108,622.54 and authorize the Mayor to sign the Agreement.  
B.

Consideration to Apply for and Accept Rec Mil Funds from School District #2 for a Playground Replacement and Tennis Court Enhancement Grant


This grant would serve as a 50/50 grant for the playground replacement and tennis court enhancements at Edgewater Park. This playground is over 25 years old and replacement parts are no longer available.

Suggested Motion: I move to approve the submission and acceptance of a grant application to the Sweetwater County School District #2 Rec Board for a Rec Mil Grant for Playground Replacement and Tennis Court Improvements at Edgewater Park.
C.

Consideration to Submit a 2020 Wyoming Urban and Community Forestry Program Grant Application


This grant would allow for the planting of 40 trees on the north side of East Teton Blvd between the Municipal Horse Corrals and the Animal Control Shelter. This would allow for the continuation of the tree canopy program around the horse corrals. With the corrals bordering a major thoroughfare this will create a tree canopy with both visual and physical screening from the roadway.

Suggested Motion: I move to approve the submission of a grant application to the Wyoming State Forestry Division for a 2020 Wyoming Urban and Community Forestry Grant for the placement of 40 trees along East Teton Blvd between the Municipal Horse Corrals and the Animal Control Shelter.

Suggested Motion: I move to approve the Stages Indoor Cycling Host-Facility Agreement for part-time staff aerobics training from Stages Indoor Cycling, LLC on April 25, 2020.

Suggested Motion: I move to approve the 2020 Quilting on the Green Memorandum of Understanding (MOU) with the Quilting on the Green Committee.

C.

Approval to apply for and accept Rec. Mil Funds from Sweetwater County School District #2 for Summer Swim Lessons 2020

Suggested Motion: I move to authorize the Parks & Recreation Department apply for and accept Rec. Mil Funds, in the amount of $6,280.86 from Sweetwater County School District #2 for a fourth session of summer swim lessons in 2020.

Approval to apply for and accept Rec Mil Funds from the Sweetwater County School District #2 Rec Board for Summer Day Camp Transportation

Suggested Motion: I move to approve the Parks and Recreation Department to apply for and accept Rec Mil Funds, in the amount of $12,000 from Sweetwater County School District #2 for transportation expenses for the 2020 Summer Day Camp Program.

Suggested Motion: I move approve the renewal of the liquor licenses presented for a term starting April 1, 2020 and ending March 31, 2021, pending legal and State approval.
