Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

A.

Appointment of Roy Lloyd to the Planning & Zoning Commission

Roy Lloyd has volunteered to serve on the Planning & Zoning Commission. The Mayor recommends the appointment of Roy Lloyd to the Planning & Zoning Commission replacing Mariella Slaughter term that expires May 31, 2023.

Suggested Motion: I move to confirm the Mayor's appointment of Roy Lloyd to the Planning & Zoning Commission for a three (3) year term beginning June 1, 2023 and ending May 31, 2026.

A.

Consideration to Submit a Scholarship Application to Sweetwater County Joint Travel & Tourism Board

The Co-ed Tough Turkey Volleyball Tournament is an annual event held by the Green River Parks & Recreation Department. This event has grown in local popularity and manages to draw attendants from across Wyoming, Colorado, Utah and beyond. The event is held in late November, usually the weekend before the Thanksgiving holiday and is a welcomed event in our community. 


Suggested Motion: I move to approve the submission and acceptance of the scholarship application to the Sweetwater County Joint Travel and Tourism Board for the 2023 Co-ed Tough Turkey Volleyball Tournament, in the amount of $2,000.

Suggested Motion: I move to approve the issuance of an open container permit to Martha Holzgrafe for the Green River Peer Support Summer BBQ event on June 4, 2023, from 1 pm until 6 pm at Stratton Myers Park.

Approval of an Agreement with Justice Systems Inc. for Municipal Court Software Upgrades

Suggested Motion: I move to approve the agreement with Justice Systems, Inc., in the amount of $1,500, pending legal approval.

Approval to Waive Fees Based on Utility Review Committee Recommendations

Suggested Motion: I move to approve the Utility Review Committee's recommendation of crediting utility account 1680-004 for $676.75 and a condition is that billing locations 1672, 1673, 1674, 1675, 1676, 1677, 1678, 1679 and 1680 cannot request a waiver of fees from the Utility Review Committee for the next 12 months beginning May 1, 2023, due to circumstances where the water line breaks within the area of the customers responsibility.

Issuance of a Malt Beverage Permit to Square State Brewing

Suggested Motion: I move to approve the issuance of a malt beverage permit to Square State Brewing for Trail Days on June 3, 2023 from 11 am until 5 pm, at FMC Park, pending approval by the Rock Springs City Council.
